Emergency Operations Training Center Doubles as Academic Program and Working EOC

For more than 100 years, the Massachusetts Maritime Academy (MMA) has been preparing students for careers on land and sea. Their new Clean Harbors Emergency Operation Training Center (EOC) serves as an education center, a fully functional EOC and an event space to host events like Pan-Mass with more than 5,000 annual participants. MMA’s goal for the EOC was to create a multi-functional space capable of monitoring and managing any type of weather-related issue or natural disaster situation where multiple agencies are involved—a space that required the ability to share multiple sources of critical data to any display around the room, including a 2×4 video wall that sits front and center.  

The project consists of four spaces: the EOC, a master control room, the JIC (Joint Information Center conference room) and the ICP (Incident Command Post). There are also six huddle-type tables around the room enabling different agencies to easily interact. Due to an air conditioning unit installed over the main rack and a drain system to divert any potential water leaking into the rack, Diversified ran most of the cabling under the raised floor. The control room’s touch panel access can be controlled by as few as one or two people. Critical information can be shared with the surrounding screens and the video wall for heightened awareness and enhanced incident management. For class use, this provides information for robust discussion, exercises and real-world events. There is a single 55” interactive display mounted on a mobile motorized cart that an instructor can teach and demonstrate from as well as a lectern. A single Shure MXA-910 ceiling mic array within the EOC captures the entire rooms’ audio for either distance learning or a conference call. A Crestron NVX system was installed for its ability to have technology added to it as needed.  

With the ability to map nearly anything including hurricanes, evacuation times, traffic, drone footage, news releases and more, the EOC was designed to continually evolve with changing technology and is optimized for distance learning with the incorporation of cameras, microphones and video.

Mobile Command Center Technology Accelerates Cybersecurity Training on the Road and Extends Accessibility

Following the success of their X-Force Command Center Training Facility, an immersive cybersecurity range preparing companies to effectively respond to cyberattacks, IBM created a new mobile facility utilizing the latest in command center technology. The project, based on a custom mobile trailer chassis, includes a command center operation area, conference room and exterior AV system. IBM needed a technology partner who understood command and control deployments and could design, install, integrate and maintain a multi-OEM product AV solution. With extensive experience in both mobile production and mission critical facilities, Diversified was the obvious choice. The design is based on the latest in HD display, collaboration and real-time, interactive telepresence technologies.

The Main Command Center technology is truly where the magic happens—outfitted with an operator console, enough displays to view real-time cyberattack updates from anywhere in the room, and an Oblong Mezzanine system for an interactive presentation experience. Interactivity between the five large displays and their operators is provided through interactive tracking devices and optical user wands installed in the front displays. Additional integrated content sources are provided via Apple TV and a Cisco Spark Room system. All cabling is in the floor for easier disconnection and movement with the furniture, further enhancing mobility.

The conference room was constructed with mobility and ease-of-use in mind. The front display is connected to the Cisco Spark Room system and integrated with room inputs, providing a built-in audio system. For video input, Diversified implemented a table interface for laptop connectivity.

The exterior AV system is comprised of a weather-proofed direct view LED screen and presents video and images from selected sources consisting of computer-generated shows and Apple TV sources. Diversified provided video processing devices to allow multiple sources to seamlessly display on the screen at any given time as well as a wireless microphone system enabling speech to be heard on this exterior system. A custom programmed control system enables control of all Main Command center technology, conference room and exterior AV system operations from one place.



Custom Integration of Network Operations Center Improves Efficiency

Intelsat is a global leader in providing integrated satellite communications and operates the world’s first globalized network; delivering high-quality video and broadband services anywhere in the world. Until recently, Intelsat ran four discrete operations centers that were separated based on function: a radio frequency operations center, a managed services operations center, an occasional-use service center and a teleport operations center.

As Intelsat continued expanding, the company decided to combine their four operations centers into one comprehensive Network Operations Center (NOC) and significantly upgrade the capabilities of the video wall to more effectively support their operational requirements.

Intelsat worked with Diversified on previous projects and engaged the company again for custom integration of network operations center systems to improve operational efficiency. Intelsat’s requirements were video intense and matrixed across multiple functional groups so Diversified leveraged unique coding and programming skill sets to encode/decode content while delivering scalability and ease-of-use. The team also facilitated working with the vendor to develop custom code for the solution. Intelsat now has the scalability to share content in multiple formats across the video wall and across their network to other buildings.

Utility Operations Center Upgrades Mission-Critical Functions

SCANA needed a partner for design validation and build services for utility operations center upgrades to monitor power transmission and gas pipeline functions, as well as an electric simulator for training purposes.

Diversified served as the client’s design validation consultant, and proved through an exhaustive process that character heights for the operators managing the display walls would be of sufficient height for readability from the operator workstation positions. Integrated into the electric transmission control room was a custom-built, 8 x 3, 80’ display wall structure with appropriate screen technology to accommodate aggressive off-axis viewing angles.

Flanking the main transmission grid wall are two 4 x 3, 50” Mitsubishi cube walls. The top row of each 50” wall required Fresnel offset, in order to maintain perceived brightness for off-axis viewing. The gas pipeline center included 4 x 3, 50” Mitsubishi wall and the simulator included three edge-blended 3-chip, ceiling-mounted Christie projectors and operator-recording technology for instructional playback.

All display walls are driven by redundant display wall processors operating in either the Windows or Linux environments. In all spaces, Diversified provided supporting audio for audible alarms and video playback. Diversified provided support to the architect on acoustics, mechanical, electrical (including lighting), furnishings and storage.

SCANA is pleased with their utility operations center upgrades utilizing Diversified’s technology and ergonomic solutions for their mission critical environment and are actively using it 24/7/365.

Technology Meets Historic Preservation in Utility Operations Center Modernization

Modernization of Metro Water Services’ treatment plant was needed to facilitate monitoring of drinking water, drainage and improve operational efficiency. The 1929 facility was converted from a manual operation to one with a fully automated instrumentation and control system. In a location listed on the National Registry of Historical Places, Diversified was challenged with marrying a modern control room
with historic brick architecture.

Starting with an empty brick shell, Diversified provided design-build services for the utility operations center modernization including operator stations, lighting and acoustics for the control room and war room. The build-out was strictly superficial; nothing could be connected to the historic structure. Five sit/stand operator stations, each with a clear view of the 4×3 video wall, were created in the multi-tiered, c-shaped control room. The custom video wall has sound-dampening components and is flanked by monitors on winged walls for maximum visibility. Barco CMS software moves mission critical data around the Metro Water network for real-time, operator-specific information, alerts and SCADA applications.

A kitchenette was installed adjacent to the video wall for convenience. The war room is used for crisis operations as well as daily meetings, accessing content via re-purposed LCDs. The goal of improving operator efficiency and effectiveness has been met. Operators are sharing a common operational picture and can dispatch and push content out to the field through the scalable solution. With clear visibility through tilted glass walls, tours of the facility are regularly conducted for the Mayor, City Council and schools from the mezzanine.

The project won the Metropolitan Historical Commission’s 2017 Preservation Award as well as the ACEC Engineering Excellence Award in the Building/Technology Systems category.

Expansive Video Wall for Mission Critical
Visualization of Electricity Operations

Georgia System Operations Corporation (GSOC) strives to make connections that ensure fulfillment of reliable, economical electricity for its members, from generation to transmission and distribution. Toward this objective, GSOC upgraded its transmission control center to modernize operations and provide greater situational awareness to its operators. The centerpiece is an expansive video wall for mission critical visualization solution displaying crystal clear data and graphics while empowering efficient visual collaboration.

Like most transmission and distribution companies, GSOC has historically relied on a static map board to monitor electricity operations. With a growing need to combine and visualize many of today’s dynamic software applications, GSOC engaged Diversified to develop a turnkey video wall solution and create a fully integrated platform comprising an 8 x 4 matrix of Barco 70” display walls, an ECU-100 controller and control room management software (CMS).

Using Barco’s CMS software, operators and managers can control content on the main video wall and adjacent panels. They can share EMS workstation content and application windows on any screen, easily moving information from one desktop to another using CMS’s Sidebar GUI. Managers can also select information presented on any workstation or display wall in the Main Control Center and exhibit content live in other rooms.

Sidebar users can view any source in real time for 24/7 situational awareness. They can create, store and display “perspectives” (groups of sources) with other Sidebar users or send these perspectives to any PC or the ECU-100 controller, equipped with a Display Agent. The Sidebar “Squid Mode” gives any operator seamless control of the ECU-100 controller’s mouse and keyboard by moving the mouse from the monitor to the display wall.

With the ability to create a common operational picture of multiple sources, operators enjoy greater access to information to make faster, better decisions and fulfill its promise to its members.

TMC Technology Integration Helps to Make Roadways Safe and Traffic Management More Efficient

The Washington Department of Transportation, Traffic Management Center’s (TMC) mission is to make roads more safe and efficient through management of roadside cameras, ramp meters, variable message signs, speed and lane control signs, and radios. When the traffic management center outgrew its building – as well as the size of its roadway monitoring system – the staff realized it was time not just for a physical upgrade, but a TMC technology integration and upgrade, too. The project called for management and display of 750 live video feeds from across the WSDOT system. The live feeds are used throughout the facility in the Operations Center, Media Viewing Room, Situation Room and in management offices.

This was a multi-phase project taking place over 9 months that required the Diversified project management and integration teams to work seamlessly with WSDOT and the general contractor. Utilizing a client-centric project management and communication process, Diversified anticipated and resolved structural and aesthetic issues to deliver the project on time and to the client’s expectations.

During phase 1 of the project, Diversified discovered the sheet metal in the Operation Center’s false wall built to hold the 90 Peerless SmartMount® video wall brackets and NEC P463 displays, didn’t go up as high as needed for seismic requirements. The team worked with the client and general contractor to resolve the issue.

For phase 2 of the Operations Center, Diversified integrated the 3×4 NEC P463 video wall while the TMC was fully operational and collaborated with WSDOT to ensure the least possible disruption to the traffic engineers. Lastly, Diversified partnered on configuration and training of the Barco CMS collaboration software and TransForm N streaming video input node that make up the networked visualization solution which drives the video wall content.

The Washington Department of Transportation is very pleased with the new, high-tech environment which has been working seamlessly 24/7/365 since completion and enables traffic management associates to efficiently monitor real-time video of traffic conditions and control area roadways.

Providing Homeland Security and 911 Operations With Mission Critical Communication Technology

The Emergency Operations Center (EOC) of Prince George’s County is a 46,000 square-foot facility that serves as the Office of Homeland Security headquarters as well as the County’s 911 back-up and emergency management center, fielding more than 1.3 million calls per year.

The County’s Office of Emergency Management sought enterprise-based video and control systems that would scale and interconnect with endpoints such as PCs, encoders, IP cameras, network video recorders (NVR) and/or other facilities and systems on the same network. The AVS needed to be able to drive multiple video walls in various locations connected by an IP network. The total solution would have to be configurable and expandable from a single output to a configurable display proportionate to the number of monitors recommended for the wall size available for a single array, requiring maximum utilization of wall space. The system would need to include the ability to do in-room presentations as well as teleconferencing and video conferencing with requirements for interconnectivity in designated areas, while other sites would operate as stand-alone entities. The entire solution would need to be easy to use for all end users during emergency situations. And, the timeline for completion from infrastructure planning to training was an aggressive three months.

The new design for the EOC included a comprehensive enterprise video display system, a Digital Media Presentation System (DMPS) for presentation control and a video wall, driven by VuWall. VuWall—selected for its reliability and user-friendly interface—manages the displays as desired by the end user and allows distribution of video across several displays. The DMPS affords substantial signal routing flexibility and high-performance processing without the need for separate components, providing flexibility and cost saving while delivering the performance and reliability demanded by mission critical environments.

Once described as the weakest link in the chain of radio communications interoperability in the Mid-Atlantic, the Prince George’s County EOC has been transformed into one of the leading 911 communications centers in the DC area.

Dependable, low maintenance and easily serviceable mission critical control system

The Toronto Transit Commission (TTC), home to one of the largest control rooms in North America, wanted to incorporate the most dependable and innovative video wall Mission Critical Control System for monitoring Toronto’s public transportation system. The TTC oversees the safety of 460 million passengers annually, meaning utilizing dependable technology was essential to making sure everything runs smoothly with minimal downtime.

When selecting the ideal technology for the control room, Diversified knew it had to be dependable, low-maintenance, and easily serviceable. The Delta 80” rear projection LED cube video wall embodies all of these factors. Broken into different sections, each cube displays four separate camera feeds. Other cubes display the transit system and subway line status, allowing control room operators to make critical decisions at a moment’s notice.

Most importantly, the video wall is easily field serviceable, as it provides rear access to the displays without affecting the image presented at the front. Each cube operates independently, so that if one has an issue, the rest of the video wall remains functional. Additionally, the LED light source ensures no lamps need to be replaced over the life of the display and the power engine is extremely robust and durable.

Replacing the TTC’s fifteen-year-old system presented several challenges for the Diversified team. First, the video wall had to be updated in sections and matched precisely to the concave curvature of the wall, which required custom-tailored engineering. Second, the Delta LED rear projection cubes are smaller than the previous system’s displays so each new cube had to be custom-matched with two sections flanking each side.

Finally, because the TTC is a 24/7 mission critical operation, Diversified provided a temporary seamless NEC LCD ultra-narrow bezel video wall during the installation process so that TTC associates could continue to monitor Toronto’s public transport system at any given time.



Mission Critical Technology Implementation Supports Tomorrow’s Research

The NASA Ames Research Center is a leader in IT research with a focus on super-computing, networking and intelligent systems. Ames conducts R&D and develops the technology that makes NASA missions possible. Since 2004, Diversified has engaged in various mission critical technology implementation projects at Ames with QSS and Raytheon.

Most recently, Ames challenged Diversified with demanding, mission critical projects ranging from evaluation, design, documentation and implementation of mission critical technology to facilitate full digital TV (DTV) integration. Given the mission-critical nature of NASA’s work, Diversified had to deliver with zero margin of error. The project encompassed four main areas including the Columbia Super-Computing Project, a video operations center, a video conferencing system and DTV integration.

  • Touted as the largest and fastest processor on the planet, the Columbia supercomputer gained worldwide recognition for increasing NASA’s computing capabilities. Diversified designed the structured wiring and enclosures to
    support implementation of the powerful super-computer, which proved critical for NASA’s Return to Flight (RTF) effort.
  • The video operations center project entailed documentation of all existing systems along with updated drawings of schematic wiring.
  • Diversified designed, installed and commissioned an advanced video conferencing and remote collaboration room for the Aerospace Engineering Division’s Flight Systems Research Lab.
  • Diversified conducted a technical evaluation of the video operations facility, developing the scope to make the transition to DTV. This included a layer 1 control system, technical operations manual, electrical grounding and lightning
    arrest, and upgrade of the L-band distribution and satellite receiver system.

Diversified’s recent technical partnership on these projects met with Ames’ high standards and furthered Ames’ critical role in support of America’s space and aeronautics programs.
